English meaning
“When one understands, one speaks truth. Without understanding one does not speak truth; only through understanding does one speak truth. Therefore discerning knowledge itself must be sought and understood.” Nārada said, “Sir, I wish to understand discerning knowledge.”
Explanation
The term vijñāna returns from 7.7, now as a condition of truthful speech. The emphasis is on truth grounded in understanding, not a modern logical rule denying that an uninformed person can accidentally say something correct.
Context
Discerning knowledge is introduced as the basis of speaking truth, and Nārada asks to understand it.
