English meaning
Both perform the rite through it: the person who understands it in this way and the person who does not. Yet knowledge and lack of knowledge differ. An act performed with understanding, trust and insight into its inner connection is more potent. Such, then, is the explanation of this syllable.
Explanation
The passage does not deny that a rite can be performed without this knowledge; it gives greater potency to an informed performance. Upaniṣadā here suggests insight into the inner relationship disclosed by the contemplation, not merely possession of a book. Vīryavattaram is comparative, more potent, and should not be converted into a modern scientific test of every action.
Context
The first section closes by distinguishing outward performance from performance informed by understanding. Both the informed and uninformed performer may use OM.
