English meaning
What was born from it was this sun. As it was born, jubilant cries arose after it, together with all beings and all objects of desire. Therefore, at its rising and at its return, jubilant cries arise, together with all beings and all objects of desire.
Explanation
Ulūlavaḥ characterizes jubilant or far-resounding cries. Kāmāḥ can mean desires or desired objects. Pratyāyana is rendered as return; sunset and repeated returning are traditional alternatives. It is therefore not narrowed without qualification to the next sunrise.
Context
The sun’s birth from the cosmic egg is connected with the awakening of life and joyful sounds.
