English meaning
This Brahman has four quarters. Inwardly, speech is one quarter, breath one quarter, sight one quarter and hearing one quarter. On the divine-cosmic side, fire is one quarter, wind one quarter, the sun one quarter and the directions one quarter. Thus both the inward and divine-cosmic aspects have been taught.
Explanation
The order establishes the pairings developed next: speech with fire, breath with wind, sight with the sun, and hearing with the directions. Pāda means a quarter or supporting component here, not necessarily an anatomical foot.
Context
The contemplation of mind and space is given two parallel lists of four components.
