English meaning
For twice the period during which the sun rises in the north and sets in the south, it will rise upward and set downward. For that period the knower attains the dominion and self-rule of the Sādhyas.
Explanation
The solar movement belongs to the divine timescale of the honey teaching, not a straightforward report of ordinary daily observation. Ādhipatya denotes lordship, while svārājya denotes independent rule. The doubled duration is relative to the preceding directional course; the periods are not all equal.
Context
The reward of participation among the Sādhyas is measured by a particular directional course of the sun.
