English meaning
For twice the period during which the sun rises in the east and sets in the west, it will rise in the south and set in the north. For that period the knower attains the dominion and self-rule of the Rudras.
Explanation
The solar movement belongs to the divine timescale of the honey teaching, not a straightforward report of ordinary daily observation. Ādhipatya denotes lordship, while svārājya denotes independent rule. The doubled duration is relative to the preceding directional course; the periods are not all equal.
Context
The reward of participation among the Rudras is measured by a particular directional course of the sun.
