English meaning
One whose understanding is unattached everywhere, who has mastered the self and is free of craving, attains through renunciation the highest perfection of freedom from action's binding force.
Context
The account now connects nonattached action with the highest freedom from action's bondage.
Simple explanation
This freedom is not identical with ending every activity. Release from mental attachment and craving is central.
