English meaning
When water is spread everywhere, a well supplies only what is already available. So, for a brahmin who truly understands, the Vedas serve a purpose included within that wider understanding.
Context
Wider understanding is illustrated by water available everywhere.
Simple explanation
The comparison does not deny the smaller means its use; it places that use within a wider understanding.
