English meaning
The discerning call that person wise whose undertakings are free from desire-driven designs and whose actions have been burned in the fire of knowledge.
Context
The discussion now examines action, non-action and bondage, distinctions that cannot be settled by outward activity alone.
Simple explanation
What matters is the absence of desire-driven intention at the root of action; the fire image points to a change in understanding.
