English meaning
One who can bear the force arising from desire and anger here, before release from the body, is an integrated and happy human being.
Context
The limits of sensory pleasure lead into self-restraint and inward peace, including the force of desire and anger.
Simple explanation
Bearing an impulse differs from turning it immediately into action; the verse helps distinguish the impulse from one's response.
