English meaning
They say the world has no truth, no sustaining foundation and no Lord; it arises only from the union of male and female—what other cause could there be but desire?
Context
Krishna now reports their account of the world, which the next verse will criticise.
Simple explanation
They say marks this as a reported view. The passage concerns the loss of an ethical ground when desire alone is treated as the cause.
