English meaning
Whether the self is departing, remaining in the body, or experiencing life together with the qualities, the deluded do not perceive it; those with the eye of knowledge do.
Context
After describing the self's role in body and senses, Krishna points to the understanding required to recognise it.
Simple explanation
The eye of knowledge is discerning insight. Observing the body's outward movements alone is not the same as recognising the living self.
