English meaning
One divine reality is hidden in all beings, pervading all and serving as the inner self of all. It oversees action, is the dwelling ground of every being, the witness and conscious knower, alone and beyond the qualities.
Explanation
Witness and overseer point to awareness of action and its ordering, not simply to another finite experiencer. Nirguṇa is read here as beyond nature’s binding qualities. It should not be made to mean unconscious or morally deficient, which would conflict with the description as conscious knower.
Context
The ground concealed by the web is described through inward presence, witnessing, and independence from the qualities.
