यो देवानामधिपो यस्मिन्ल्लोका अधिश्रिताः । य ईशेऽस्य द्विपदश्चतुष्पदः कस्मै देवाय हविषा विधेम ॥ १३ ॥

English meaning
To the ruler of the gods, on whom the worlds depend, who governs the two-footed and four-footed beings of this world, let us offer oblation. To what other god would we offer it?
व्याख्या
द्विपद और चतुष्पद मानव तथा पशु जीवन को साथ रखते हैं। कस्मै देवाय का प्रश्न स्तुत्य अधिपति की पहचान को खुला या आलंकारिक रूप देता है; उसे केवल अनिर्णय नहीं समझना चाहिए।
Explanation
Two-footed and four-footed beings place human and animal life together. “To which god?” gives the identification of the worthy recipient an open or rhetorical form, not merely an expression of confusion.
